GANGTOK: Around six major departments including Rural Development Department, Health Department, Water Resources Department and Cooperation Department are being relocated and set to function from September 15 at the newly constructed Mini Secretariat - Jan Seva Bhavan in Lumsey here.

Chief Minister Prem Singh Tamang-Golay on Monday morning performed the Vastu Puja of the Mini Secretariat which comprises of three blocks over an area of around 326,000 square feet. Ministers, MLAs and senior government officials were present on the occasion.

The Jan Seva Bhavan will officially commence functioning from September 15, with major departments like Rural Development Department, Health & Family Welfare, Education, Water Resources, Sikkim Public Service Commission and the Corporation Department functioning from this facility, said the Chief Minister.

Built at a cost of Rs. 490 crores, the Jan Seva Bhavan under Upper Tadong constituency was virtually inaugurated by Prime Minister Narendra Modi on April 28 this year during his Sikkim visit.

This is not merely a new government building; it is another important step towards our vision of bringing governance closer to the people and making public service delivery simpler, faster and more accessible, said the Chief Minister.

The three blocks, accommodating key State government departments, has more than 500 rooms with parking facilities for over 300 vehicles. The complex also includes dedicated spaces for collaboration, communication and decision-making. A 114-seater round-table conference hall, along with a dedicated pre-function area, provides a modern setting for important meetings and official events.

Speaking to the media, the Chief Minister highlighted the main Tashiling Secretariat complex has become congested with addition of new departments and increase in manpower. “After forming the government, we thought of having an alternative mini secretariat at a different location. We selected Lumsey where the government had land and went ahead with the construction of this Jan Seva Bhavan. Departments are shifting and will function from this mini secretariat.”

Golay added that Jan Seva Bhavan has been established in a modern manner with all the required facilities needed by major departments. He dedicated the Jan Seva Bhavan to the people of Sikkim and expressed that it will bring convenience to the people, especially those coming from other districts, as they no longer need to travel through the main town for their official works related with these departments.

Health Department, Education and Rural Development departments were previously functioning from the Tashiling Secretariat complex located at the upper regions of Gangtok town.

“For our people, particularly those coming from distant districts, this will mean less travel, less expenditure, less waiting and greater convenience. They will no longer have to travel all the way to Gangtok for many of their official requirements concerning these departments. This is precisely what people-centric governance means, taking the Government to the people rather than making people travel long distances to reach the Government,” said Golay.

Another major department, the Urban Development Department is proposed to be shifted to the previous location of Rural Development Department or Education Department as the government intends to keep this department close to the main town area.

The facilities at Jan Seva Bhavan further includes two 10-seater video-conferencing rooms and an 18-seater conference hall in Block C, providing modern communication and connectivity facilities for administrative functions. The entire complex has also been designed with a strong emphasis on sustainability and responsible development. The complex is a Green Building-certified development and incorporates solar power and a specially designed glass roof that allows natural daylight to illuminate the interior spaces, thereby reducing dependence on artificial lighting, it was informed.
